The shooter made sure it would be difficult to identify the victims.  Due to the severity of the victims' wounds family identification was not permitted.  Fingerprints became the primary means of identification.  More than 100 law enforcement officers from local and State police, and the Secret Service collected fingerprints from each victims' residence to be used to compare and confirm the identification for the majority of the victims.  The modality "Other" refers to tattoos utilized to confirm the identity of two victims.  One the victims' fingerprints were so worn that the tattoo became the primary means of identification.
